Manual Book Requests is the legacy request review flow under /library/bookrequests where librarian reviews student requests and either approves with issue/return dates or rejects with reason. This page is used for direct circulation decisioning rather than inventory movement fulfillment.

1. Open manual request queue and filter by status.
2. Review request details and attachments.
3. Approve with issue/return dates or reject with reason.
4. Confirm reviewed state and reviewer trace.
